Jack Van Impe Presents is an American religious program hosted by televangelist Jack Van Impe and his wife Rexella that is broadcast by Global Manitoba (CKND-TV) on Sunday mornings at 8:30 am. The majority of the program consists of Rexella reading the week’s headlines from various news sources, followed by Jack quoting Bible scriptures which he suggests describe and predict the world events mentioned by Rexella. Most of the events mentioned involve conflict and military action in various parts of the world, but particularly Russia, the Middle East, China and other parts of Asia. Rexella’s commentary is generally accompanied by a visual image of the article or headline in question and a related image in the background. For example, when the article is about nuclear weapons, there is often an image of missiles in the background; when a world leader is mentioned, a photograph of the individual is usually shown. Each episode reviewed for this decision also contained a promotional spot for a DVD produced by Van Impe Ministries.
A viewer first sent the CBSC a general complaint about the program on January 25, 2009 (the full text of all correspondence can be found in Appendix B). The viewer was concerned that the program “continually spreads hate and warns us about impending doom and the end of the world. Mr. Van Impe tries to connect Bible prophecies with today’s news. He continually (every week) warns us that Iran, Russia, China, Korea are all out to destroy America.” The complainant suggested that the program was similar to an evangelical program he had encountered as a child called The World of Tomorrow by preacher Garner Ted Armstrong and which had frightened him with its predictions of the end of the world around the time of the Cuban Missile Crisis. The complainant then posited that children could be similarly troubled by Van Impe Presents if they were to come across the program while searching for cartoons on a Sunday morning. He recommended that the program carry an advisory stating that this program is “violent and misleading” because “[w]e do not have to treat these evangelical Christian fear/hate-mongers with kid gloves any more.”
The CBSC informed the complainant that he would need to provide the date and time of a specific episode that concerned him in order for the CBSC to proceed with an investigation. He wrote back indicating that he intended to do so and added that the Van Impe program is “all misleading at best and usually blatant lies. We have to remember Christianity is based on a myth, not FACT, thus whatever he says is NOT TRUE in any sense and people must be warned, especially children.” He wrote again on February 12, identifying the January 24 (later clarified to be the January 25) episode as containing “fear and hate mongering (Russia, China, Iran, N. Korea, Lebanon will attack us),” and also noted that Van Impe’s predictions about the end of the world occurring on December 21, 2012 constituted “bare bones violence that no child, Christian or not, should be exposed to. Our kids are fed enough poison on TV, movies and video games. They don’t need to think the world is ending on 12/21/2012. If I had my way, this kind of child abuse would be banned.”
Global Manitoba responded to the complainant on March 17. The station apologized for offending him, but noted that Global adheres to all applicable broadcasting codes of standards. It noted that the program contains Van Impe’s opinion about world events, based on his interpretation of biblical scripture. The station also emphasized that it airs a disclaimer at the beginning of every broadcast which states that the opinions expressed in the program are those of the participants and that it would begin putting a PG classification icon on its broadcasts of the program.
The complainant then engaged in a lengthy exchange with both Global and the CBSC expressing his view that Global’s approach to the program was insufficient. He reiterated that, in his view, the program promoted fear, hate and bigotry which could disturb children and which were used to sell books and DVDs. He also sent correspondence to the Canadian Radio-television and Telecommunications Commission (CRTC) and Advertising Standards Canada (ASC) and stated that he would contact other groups who might be interested in his concerns.
In an e-mail of June 3, he added a second broadcast date to his file, namely, the episode of May 31. He specifically stated his concern with Van Impe’s contention that “Christianity is at war with Islam” because it grouped all Muslims together rather than isolating just Muslim terrorists. He also wrote that Van Impe had stated that “Muslims hate Jews” but did not provide a specific broadcast date for those comments. Global responded to him again, acknowledging the “controversial” nature of some of Van Impe’s claims, but maintaining that the station had not contravened any broadcast codes.
At the beginning of each of the Van Impe Presents episodes examined for this decision, Global aired the following disclaimer in audio and video format:

On May 31, Global also aired the same advisory at the end of the program (replacing the word “following” with “preceding”). There was no PG icon on the January 25 episode, but there was one on the May 31 broadcast.
The introduction to the program stated: “From the heartland of America to every nation on Earth, this is Jack Van Impe Presents. The truth in news and commentary.”
The hosts, identified as “Doctors Jack and Rexella Van Impe” sit at a desk similar to a news anchor. The following are partial transcripts of the relevant portions of the two challenged episodes (more complete transcripts are available in Appendix A).
Rexella: And then we’re going to go to Russia with our global headlines and see if this is really true. Russia is going to raise the nuclear output 400%. And could Iran bring a democracies and societies into the dust in history [sic]? And that is their goal. We’re going to focus on these things.
After some comments about the Detroit auto show and United States President Barack Obama’s inauguration, Rexella began her news headlines segment:
And then let’s go to Afghanistan. “Path to stability is full of challenges for Obama”. Now he has referred to them over and over and over again. Let’s see what he does. Again, “Hamas rockets rain on Israeli towns”. Now, of course, uh, we know how they’ve been invading Israel for years. And the Muslims say “continue”. “Muslims against Hamas”. Now those are the peace-loving Muslims. They’re saying “Please don’t do that again. We don’t want to have Israel come over into Gaza again.” And “Hamas reportedly rejects Egypt bid for long-term Gaza tru-, truce.” And Olmert, and of course that is the prime minister of Israel, “Gaza war won’t end until rocket and smuggling stop”. Stop. And “Rockets hit Israel from Lebanon.” Not only has Israel had rockets from Lebanon, but take a look at that headline. “Israelis fired upon from Syria”. It’s coming from everywhere. Again, “Gaza is the smoke, Iran is the fire”. “President-elect Obama: I’ll talk to Iran but won’t tolerate threats to Israel”. Let’s see what he does about that. “In Gulf meet, Gates warns US opponents: Don’t test Obama.” And “Critical nuclear weapons decision awaits Obama”. My oh my. And once again, “Obama’s atomic umbrella: U.S. nuclear strike if Iran nukes Israel”. We’re going to protect them, he says. And from U.S.A. Today, “World leaders seek stronger Mideast peace deal.” Here’s Blair, the international community’s envoy, used to be the former [sic] prime minister of England. “Blair urges Obama to make Mideast peace a priority”. A prior-, a priority. [Rexella makes air quotes] That’s quite a statement there, Mr. Blair. He’s got so many things to fro-, focus on. I’m going to ask Jack in just a moment. Is this the most that any incoming president has ever had to face, Jack? How ’bout it?
Jack: It is and I’ll tell you why. Because we’re right near that hour when Christ appears and he’ll rapture us away. We’ll hear the call, come up hither, Revelation 4:1. And we’ll sweep into the heavenlies in the twinkling of an eye, First Corinthians 15:52. And as I’ve said so often, that’s a hundred eighty-seven trillion billions of miles and we’ll be gone in eleven one hundredths of a second. And then the tribulation hour begins. Seven years of unprecedented catastrophes upon the Earth. Twenty-one judgments in Revelation chapters six to eighteen. And this pictures it: second Timothy three, verse one, “This know also that in the last day, perilous, dangerous times shall come.” How perilous, Jesus? Listen to him in Luke 21, verse twenty-five. He said, “Nations will be in distress with perplexity.” Perplexity is mass confusion. It’s here. We’ve never known such an hour as what’s going on right now in just the last few months. Jeremiah 30, verse seven says “Alas for that tribulation hour is horrendous.” It’s the time of Israel’s trouble. Daniel 12:1, “There shall be a time of trouble such as never was. Never was, since there was a nation.” Jesus said in Matthew 24:21 “For then shall be great tribulation such as never was.” He repeats it. Since the beginning of the world to this time, “no nor ever shall be again in the future.” And ladies and gentlemen, it is called “the great tribulation” in Revelation, chapter 7, verse 14. And I believe we’re headed for that hour. Soon. In fact, I believe if Obama is president for the next eight years, he will reign during that period of time. And you know, The History Channel again has been running its end-of-the-world series. On December 21st, 2012, and we’re really going to deal with that next week. Thirty different signs that I’ve accumulated and how they’re all in the Bible. I’ve preached on these many times. It’s here, ladies and gentlemen. And he could be the president facing all of this. And we’ll see why next week.
Rexella: Now you know, friends, all of these headlines portray something that’s very, very important in Bible prophecy. Jesus said, Just before I return, there’re going to be wars, unprecedented wars. Some people say, oh, we’ve always had wars, we’ve always had wars. But never like this. All these according to the headlines around the world. Nuclear weapons. Unprecedented. Oh my. And then something else I want to ask you, Jack. Are they going to have peace in the Middle East?
Jack: I’ll answer that in a moment, Rexella. Let’s get into the wars first. In Matthew 24, verses 6 and 7, Jesus said, “You will hear of wars and rumours of wars. Nation shall rise against nation and kingdom against kingdom”. Say, that’s important because “kingdom” there means tribes against other tribes. We are paying the tribal leaders now in Afghanistan, in Pakistan to side with us against Al-Qaeda. That’s a direct Bible prophecy. There’re going to be horrendous wars in the future. In fact, The History Channel has been running, uh, the series again on the end of the world, December 21st, 2012. We’ll deal with that next week. And, by the way, the world’s never going to end. It’s a world without end, Isaiah 45:17 and Ephesians 3:21 says “Unto God be glory and the church by Christ Jesus throughout all ages. World without end.” So don’t worry about it. Sleep well tonight. But there’re going to be some real wars. The Bible predicts that there’s going to be a war with Russia. Ezekiel chapter 38 and 39. China’s going to join them. Revelation 16:12 and chapter 9, verses 14 to 18. All nations are going to come against Jerusalem, Zechariah 14:2. The picture is not rosy. But I’m going to tell you what else Jesus said, in Luke 21 verse 90. He says when you hear of wars and commotions, wars and revolutionaries, wars and terrorists, don’t be frightened. These things must first come before what, Jesus? When they begin, then we’ll have verse 27. “They’ll see the son of man, me, coming out of the clouds with power and great glory. I’m coming to set up my kingdom.” And, ladies and gentlemen, that’s right at the door. Why? Because the peace process is now beginning. Now, it must be a seven year program or it’s not the one in the Bible. And in Daniel 9:26, we see this global leader coming to power to make a seven-year peace contract. In Daniel 9:26 and 27. But it only lasts for 42 months. It’s going to be broken. So watch for what happens in the near future. And the Bible calls it the “contract of death and hell”. Isaiah 28:15. Why? Because this world leader destroys many through this peace process. Daniel 8:25. How can he do that? Because everyone’s saying it’s finally here, oh that which we’ve longed to see, peace, peace, it’s here! But there’ll be no peace, Jeremiah 6:14 and Jeremiah 8:11. For when they said peace and safety, then what? “Sudden destruction cometh upon them” and that’s when Russia makes the move and we’ll talk about that just a little later.
But, how does this tie in with Christ’s return? He’s the prince of peace, Isaiah 9:6, and when all has failed during the seven year period, he sets his foot upon the Mount of Olives in, uh, Zechariah 14 verse 4 and he sets up a peace for the ages to come. And it says in Isaiah 2 verse 4 that when he comes, they’ll beat their swords into plowshares and their spears into pruning hooks. Come quickly, Lord Jesus.
Rexella: Whoa, what a teaching. Isn’t it wonderful? Jesus said before he ascended into heaven, “let not your heart be troubled”. I’m in control, I’m coming back, I’m going to bring peace. It featured seers, prognosticators and self-proclaimed prophets who, for centuries, unitedly proclaimed December 21st, 2012 is history’s final day. The end of the world. Who were these prophets of doom? What startling predictions did they make? How, where and when did they so accurately predict scores of global events that were fulfilled? Where did they get such illumination? What preliminary signs did they present as occurring before the final day, December 21st, 2012? Will the seers be right or wrong concerning the culmination, yes, the climax and grand finale of history on December 21st, 2012? Doctor and Missus Van Impe, after extensive research, conclude that instead of doom and gloom, December 21st, 2012 could become the most glorious day in history.
The promo began with a screen showing The History Channel logo, toll free number 1-800-JVI-7777 and “Donation $24.95 Canada”. There was then a series of images, including a pyramid, historic drawings, Jack and Rexella Van Impe, black & white footage of soldiers marching, a drawing of a war, black & white video footage of soldiers traipsing across a field, World Trade Center tower burning, a burning planet, and other scenes of destruction. The words “shocking”, “December 21st, 2012”, “The End of the World!”, “Who?”, “What?”, “When?”, “Where?”, “Right or Wrong?”, “History’s Final Day?” were intermittently superimposed over the images. The entire promo was accompanied by dramatic music.

Rexella: [holding DVD] Wooh, there’s the 800 number, there is the address. Please, get this in your home right away. Make the call right away. Jack, there’s so much information on here. Tremendous.
Rexella: Now, friends, the Obama White House is, will have to navigate a strategic path of peace in their relations with Russia. Now, you know Russia is presenting quite a problem. “Russia issues new warning to the West”. Can you believe it? “Resurgent Russia poses challenge for Obama administration”. Just what I said a moment ago. “Russia wants to test Obama on missile defense” Now, we, we want to put up a missile defence in Europe. Oh my, oh my. He’s got his hands full. “Russia’s Woes Spell Trouble for the United States.” And “Russia to supply Lebanon with ten MIG twen-, twenty-nine fighter jets.” Can you believe it? They’re supplying Lebanon with those. And “Russia to raise nuclear missile output fourfold.” That’s 400%, friends! 400%! Once again, “Russia to supply missiles to Syria”. They’re sending them many, many places. “Russia tests new S-400 air defense.” “Russia to test-launch at least 5 Bulava ICBMs in 2009”. They were only going to do three. Now it’s up to five. And, “Russia wants warships stationed around the world”. There they are. “Beijing considers upgrade to the navy”. There’s China. North Korea. “North Korea nuclear ambitions will test Obama”. And here we have another nation. There you see the Iranian president Ahmadinejad. “A Mushrooming Problem: Sounding an alarm as the ultimate weapon of mass destruction spreads”.
You must read with me, friends, something that was in the Wall Street Journal. This is shocking. [Words appear on screen with “2012” in background being struck by lightning bolts.] “We live in what has come to resemble a nuclear madhouse. Nine countries are known nuclear powers, including the basket case of Pakistan and lunatic-led North Korea. Unless the world takes action, another lunatic-led state, Iran, will soon join the list. Indeed the time is drawing short: The Wall Street Journal” went on, “reported on that Friday that United States officials have discovered ‘fresh evidence of recent efforts by Iran to evade sanctions.’” They don’t want it. “And to acquire the means to deliver nuclear weapons on long-range missiles, bringing about a world in which ‘millions will die’ and ‘more than one democratic society will be consigned to a dust heap of history’.”
Friends, I don’t know about you, but the last few words here: “the dust heap of history”? My oh my, Jack, I’ve never read anything like that in my life.
Jack: Oh Rexella, what a shocking headline I just picked up. [Holds piece of paper and reads] “Henry Kissinger says the world must forge a new world order or retreat to chaos”. Disintegration. He said there’s no hope unless we have a one-world government. And last week I showed you where Kissinger, who’s been the advisor to so many presidents, says we are priming President Obama to rule the new world order in the future. I don’t know what’s been negotiated. I don’t know what’s been said. I listened to what Kissinger has to say and next week we’re going to, once again, use that article because that is unbelievable. And I’ll tell you why. This is the final sign in history before Jesus returns. A new world order. And then Christ appears to set up the greater new world order. His kingdom here on Earth. What a time to be alive, Rexella. And this Kissinger is a member of the Bilderbergs. Just had a secret meeting in Virginia where they planned to microchip all humans in the future. And not the distant future. This, uh, the final signs. Oh folks, it’s so good to be saved and to know the Lord. Let’s go on with what’s going on in Russia, Rexella.
Rexella: Oh right, yes. I did mention that, uh, our new president’s going to have a very tough path if he wants to make peace with Russia. And, Jack, you’re probably the first one that I ever heard speak on the rise of Russia and what she’s going to do just before the Lord comes.
Jack: Rexella, I was with Doctor L. Sale Harrison, who was a great prophetical speaker. This is fifty years ago. We were in a conference together. And he had his book The Great Northern Confederacy, Russia. I got interested. I read Doctor M.R. De Haan’s materials on Russia. And they were the only two at that time, and perhaps Charlie Fuller, preaching these things. Well the Lord really fired me up. And I got a message entitled “The Coming War with Russia” according to the Bible. I didn’t say the “Soviet Union” because the Bible says “Russia”. And now it’s come back to that. So I was right on all of these five decades. Now, in Ezekiel 38 and 39 we have a war described. And in verses 1 and 2, we have Gog, Magog, Meshech, Tubal and Rosh that fight the war of the latter years and the latter days, verses 8 and 16. And of course Rosh there is “Rosia” in the Greek and “Russia” in English. And “Rosh” is the Hebrew term. And the Old Testament was written in Hebrew. In chapter 39, God goes to the aid of his ancient people, Israel. He says, “I’m against you, Gog, the Rosh prince of Moscow and Tobolsk, and I’ll turn you back and leave but a sixth part of thee.” Five-sixths of their armies fall, so that in verse 12 it takes seven months to bury the dead troops. And every available man does the job to get rid of the corpse [sic] in verse 13. They, we see Russia coming down in Joel 2 verse 3 and a fire devours before them. They’re pushed back to Siberia, verse 20. And as they’re pushed back, the Prophet sees blood, fire, pillars of smoke, atomic warfare. Nine nations now have this weapon. And they have fourteen thousand missiles between them. Russia and America being the two top ones. And they say when this is unleashed, it could destroy all of the world six different times. You talk about 2012 and what’s ahead. God help us. Now you wonder why Russia is giving all of these armaments and selling them to Iran and to the Arab worlds, Syria, Lebanon and all the rest. Because they are allies with Russia at that time, found in Daniel chapter 11 verse 40, Isaiah 17:1, Ezekiel 38 verses 5 to 7, and Psalm 83 verses 5 to 7. For what purpose? Psalm 83:4, “Let us cast Israel off from being a nation, that their name be no more remembrance.” “Eighteen times the battleground of the world is Israel” in Ezekiel chapter 38 and 39. God help that little nation in the future. But the Shanghai Cooperation Organization is Russia and China saying they’re going to work together in a future war. And China will be the second invasion. And that’s Revelation 16:12 when the kings of the East come down through the area of the Euphrates River to Israel. And she has taken over the leftover armies of Russia with her in Daniel 11:44. And what a time it’s going to be upon this earth. But as all these things are happening and all nations come against Jerusalem, Zechariah 14:2, the Lord Jesus returns, sets his foot upon the Mount of Olives, Zechariah 14 verse 4, and he brings the peace I was talking about later. And at that time, the kings of this world are become the kingdoms of our Christ and he shall reign forever and forever and, oh, the peace that’s going to be! And, you know, on top of the U.N. building it says that they’re going to beat their swords into plowshares, but they’ve missed it. Because they’ve forgotten about Jesus. What this Bible says is “He shall come” and then they’ll beat their swords into plowshares and their spears into pruning hooks! But this new world order. Everything is the last sign before Jesus comes. That’s how near it is.
Rexella: Mmm. You might be sitting there and thinking, Well, I know that Jesus is going to bring peace, but how can I have it right now? How can I experience all the things we’re going through and have peace? Because, when you open your heart to the Lord, he comes in to your heart. And he brings peace. Oh, Jack, show us how we can have peace with the Lord in our lives.
Jack: Oh, precious Jesus is the prince of peace. And he made peace through the blood of his cross, Colossians 1:20, for you. It’s so simple to be saved. Believe on the Lord Jesus Christ and thou shalt be saved, Acts 16:30, 31. Look at me and pray this: Lord Jesus, thank you for Calvary. Thank you for bearing my sin. Say it. And suffering for me and my sin. Now how wonderful, Jesus, to know that if I receive you now, I am cleansed. Washed. Forgiven. And it’s all forgotten. And so, Jesus, I trust you today to be my saviour. Come into my heart. Save me. Cleanse me now. I pray this in your beautiful, holy name. Amen.

We are to preach the gospel to the uttermost parts of the Earth. And we are. And we’re getting people saved. Two and a half million already. And Proverbs 11:30 says “He that winneth souls is wise”. Let’s see if it’s going to work. And “Pakistan and the United States”. Here we see what I said a moment ago. “Victims of terror. Partners in peace”. Right at this moment we both want it. “U.S. to capture Pakistan’s nuclear stockpile if extremists take power”. Now, if they take over, we’ve got to take control. Oh dear, here we are. “Korean Blast Draws Outrage”. And that outrage not only comes from the United States, from around the world. “North Korea threatens military strike on the South”. Jack and I have been in South Korea and how frightened they must be as they think about this one. Again, “Russia fears Korea conflict could go nuclear”.
Rexella: And again, “U.S. says al-Qaida” – oh oh – “still the greatest threat to America”. Oh my, oh my. I could not, oh, my heart was burdened. “Four Men Held in U.S. Terror Case”. And that, of course, that’s in New York City. They captured them before they could complete their mission. “New York temple plot ‘chilling’”. They wanted to blow up the synagogues there. There’re terrorists right there in New York. “Netanyahu willing to restart Middle East talks”. And from The Wall Street Journal, “Leaders Jockey for Diplomatic Edge”. And let me just say something about this. This is a tale of two leaders, friends. They’re both articulate, smart and carry themselves with self-confidence like few people on Earth. And again, “President Obama warns Netanyahu: don’t surprise me with Iran strike”. Now that’s the first warning. Let’s take a look at another warning. “Israeli warning to Obama: Your talk gives Iran nukes”. All right, I am going to back up here, friends. With that first U.S. News & World Report about President Obama who set a profound agenda. We all know that. It’s very, very speedy and profound. But also in this article there’s a question: “Will the initiatives work?” Will they work, Doctor Jack Van Impe? What do you think?
Jack: Right now we’re reading a lot of articles in the newspapers and even Congress, whether they’re Democrats or Republicans, are concerned that they can’t get this all done in time. For instance, the new revision of the health policy of America for every citizen by July. I’m hearing comments all the time. It just can’t be done. But anyway, we need to pray for our president because I would hate to be in his shoes. You can’t be in that position without getting criticism and First Timothy 2:1 says “I exhort, first of all, that supplications, prayers, intercessions and giving of thanks be made for all men. For kings and presidents and for all who are in authority that we may live a quiet and peaceable life.” We’re going to see what he’s able to accomplish soon. But, take care of the auto industry, the finances, the foreclosures on the homes, the health policy. I don’t know how he’s going to do it.
Rexella: All right. And I’m going to back up again to another statement that he made while he was in Turkey. He said, to their Parliament there, “We will never be at war with Islam”. Never be at war with Islam. That’s quite a statement there, Jack.
Jack: Yes. I can’t agree with that because we are already at war with Islam. We are fighting them in Iraq, in Afghanistan. Perhaps soon in Pakistan. Perhaps very soon in Iran. Uh, this man, Ahmadinejad, who says “I must wipe out the Jew before my messiah, Mahdi, comes”, is bent on this. And now we have this problem with Korea. And Korea’s been supplying equipment to Iran! God only knows what the future holds, but we will have war. In fact, next week, I’m going to bring to you the most shocking program you’ve ever heard. You will never have heard anything like this historically and biblically. Because three wars were planned from 1859 to 1871 and the last one was to be a war between Islam and Christianity, Islam and Judaism, Islam and the western world. It’s all documented for next week. But, you see, the Bible says in Ezekiel 38 and 39 that Gog, Magog, Meshech and Tubal, all cities in Russia, will march against Israel. It’s mentioned 18 times as Israel. When? In the latter years and the latter days. This is not something that took place in the past. It’s for our time in history. And who is with them? Well, in Daniel 11:40, we have Egypt. In Isaiah 17:1, we have Syria. In Ezekiel 38 verses, uh, 5 to 7, we have Persia. That’s Iran and Iraq. And then we have Cush and Put in the Hebrew. And that includes Algeria, Morocco, Tunisia and many nations in Africa. And then when we get to Psalm chapter 83 verses 5 to 7, there’re another ten Muslim nations involved in the war as they unite with Russia. And we are going to fight them if we believe what the Bible says.
Rexella: Mm. I just wish that terrorism were over, don’t you? Terrorism, it is far from being over, friends. Far from being over. Take a look at Pakistan. Terrible terrorism over there. Then North Korea, the terrible blast that they had, of nuclear tests there. Well, they received world condemnation for that. And then, the four men in New York. Terrorists! They were homegrown, right here! They were going to blow up synagogues and, oh, Jack, terrorism is far from being over.
Jack: That was the third war planned, which I’m going to give to you next week. And that was between Islam and Israel. And even these men were converted in a prison to Islam and they want to start blowing up the Jewish synagogues in New York City. Well, that’s Genesis 6:11. “In the days of Noah, the world was filled with violence and terrorism”. And that’s Genesis 6:11 and Jesus picked up on that in Matthew 24:37 when he says “As the days of Noah were, violence and terrorism, so shall it be when I, the son of man, returns”. So it’s coming. And I’ll tell you, when Russia and Hillary Clinton and Obama all are concerned that this could lead to a great world war, atomic weapons will be used. And I give these verses often, but I can’t quote them, I’ll just give you the numbers: Psalm 97:3, Isaiah 66:15, Joel chapter 2 verses 3 and 30, Zephaniah 1:18, Malachi 4:1, Revelation 8:7, Revelation 9:18 and study second Peter chapter 3 verses 10 to 12. On all having to do with a war that involves fiery incineration. It’s coming. And I’ll tell you, Rexella, as I said at the beginning, I’m so glad that God’s allowing us to preach this message to the whole world. Everything you hear weekly is going to every nation on Earth. And I believe God has raised us up for this hour to say Jesus is about to come. For these are the signs. This new world order, remember, is the final sign before Jesus returns. Wow.
Rexella: Mm, you know, I kind of wish that we had the top of our, of our program “the good news from Jack Van Impe” before we get into all these headlines. But that’s good news, Jack. The Lord’s coming back. And he said, look for the things that we’re talking about –
Jack: Right, right.
Rexella: – right now.
Rexella: Because they’re going to happen before I come back.
Jack: When Jesus in Luke 21:9 said when you hear of wars and commotions, wars and revolutionaries, wars and terrorism, don’t be frightened! These things must first come, before what? Verse 27, “Then when they’re coming and they’re here now shall they see the son of man coming on a cloud with power and great glory”. He’s about to appear, folks. Be ready.
Rexella: I love it, I love it. But I have one more question here. And it has to do with the new world order. All these headlines, Jack, how do they fit together, pointing to a time when we’ll have a one-world government, a new world order?
Jack: Well, as you know, Kissinger said we are preparing Obama to create the new world order and Brown is pushing Blair, really his enemy in the past in the U.K., to become the first permanent president of the European Union because he says “I want Blair to be a partner with Obama in the creation and architecture of the new world order.” Every sign that you hear, every sign from Revelations chapters 6 to 18 occurs during the reign of the leader of the new world order. It’s the final sign. I can’t emphasize it enough.
Rexella: All right. Friends, we need to be focussing on the fact that the Lord could come very, very soon. That is good news. We’re going to get on with more global headlines in just a moment. Words appear on screen: “New World Order”, “Final Sign”, “St. Jerome”, “May 1, 1776”, “Illuminati”, “6 Global Organizations”, “Council of Foreign Relations”, “Bilderbergs”, “United Nations”, “New Age Movement”, “One World Government”, “1933”, “It’s Happened”, “2017”, “Who?”, “What?”, “Where?”, “When?”, “Why?”.
Rexella: Oh, as I said, get that order in right away. There is the 800 number and there is the address. Our men and ladies are working overtime here at our headquarters, so please call right away. We want you to have it right away. It’s so important, Jack.
Jack: We give you 22 minutes. This is an hour and forty minutes and historically and biblically it covers everything. By the way, we will have hit thirty thousand this week, praise the Lord. Rexella: Well, I’m going to go back to Russia here. And when our president was over, uh, in that area, he made a deal with Russia. And it was pretty astounding to me, Jack. Will you expand on that just a little bit for me, please?
Jack: Well, they tried to be very secretive about it, but the New York Times got a hold of it and published it. And he said to the Russian people and to Putin and Medvedev, “If you help me control Iran” – because they may go wacky with this nuclear bomb that they’ll soon have – “I will see to it that we do not put up our defence system in Poland and Czechoslovakia.” Well, that’s good if you trust Russia, but I don’t because the Bible predicts that there will be a war. Ezekiel chapters 38 and 39 in the latter years and latter days, 38 verse 16. And we are going to be involved against Russia along with many other nations. The whole European Union will be on our side at that time. You can’t go against the word of God. In fact, Rexella, when we were in Israel, we asked President Navan at that time “Do you believe that Russia will ever invade?” He says “Of course”. I believe Ezekiel chapters 38 and 39 in my Old Testament. It’s coming, ladies and gentlemen.
Now, I want to tell you about this cyber-warfare. There are three things that could bring America, Canada and Mexico to a halt. The first one is what could happen in 2012. This is from The History Channel. When our people at NASA say there could be tremendous solar storms that will block out the electrical system from coast to coast. Number two, I’ve told you this many times, Ahmadinejad can get a ship within two hundred miles of our country and send up a missile with an atomic bomb on it, three hundred miles in space, explode it, it mingles with the gamma rays and as it comes to Earth with the magnetic field and blots out all electric from coast to coast [sic]. But wait a minute! Now Russia and China both are manipulating our computers from their nation to blot out everything from coast to coast. Do you know that means cars wouldn’t run, buses wouldn’t be moving any more, the trains, the planes, everything would be blocked. We couldn’t get groceries to where it [sic] needs to go. We are lis-, living in the last times. And that’s why second Timothy 3:1 says “This know also the last times perilous, dangerous times shall come.” Oh, how we need to be living for the Lord and winning people to Christ and getting our own hearts in order. Because we’re going to see our Lord soon.
Rexella: You know, something here, Jack, major cyber spy network was uncovered. Now, you know where that was based mainly? In China. It was based mainly in China. And it’s, uh, has infiltrated into 103 countries. We didn’t have time last week to elaborate on that, but, Jack, thank you so much for elaborating more on that cyber, uh, attack that could happen.
Jack: It’s one of the most dangerous things. They say it’s far worse than any atomic war. Because of what it can accomplish in blotting out everything from coast to coast and not being able to deliver goods to any city any more.
Rexella: Oh yes. And “International Cooperation Is the Way Out of the Financial Crisis”. And I can’t believe that question. A great question for Jack. International cooperation? Is this the way out, Jack? What do you think?
Jack: Well, that’s the way they think is the way out because the world leaders planned the coming of the new world order for a hundred years now. And they said we’ll finally do it by creating an economic crisis, so that money and property is devalued and we’ll bring in socialism and we’ll all be equal in the near future. But because of it, and what Rexella just read to you, we believe it’s right at the door. This is going to happen drastically during the reign of the leader of the new world order. And it’s James chapter 5 verses 1 to 3. “Go to now you rich men. Weep and howl for all your miseries that shall come upon you. Why are they crying? Your riches are corrupted. Your gold and silver is [sic] cankered and the rest of them shall be a witness against you and that day.” And they are so broken-hearted because they’ve massed, amassed treasure and now it’s all lost. And Revelation 18 continues with verse 10. “In one hour is thy judgment come”. Verse 17, “In one hour so great riches is come to naught to nothing.” Verse 19, “In one hour, she made desolate.” Have you seen anything happen so rapidly with finances and foreclosures and everything going berserk? This is Bible prophecy. It’s two thousand years old. And we have lived to see it happen in our lifetime! In fact, it gets so bad, they are casting their silver in the streets. It’s become meaningless. And that’s Ezekiel 7:19. And their gold is going to be confiscated in this day of socialism. Oh, I’ll tell you, Jesus is at the door. Because this is the final sign, because when Christ returns, he puts a stop to the new world order. And that’s in Psalm 2, verses 1 to 6, second Thessalonians 2:8 and Revelation 19:19. And then sets up his glorious kingdom on Earth where we’ll not have any more of these problems.
Rexella: Oh my. Isn’t it wonderful to have the glorious, glorious anticipation of the return of the Lord? But if he came today, would you welcome him? Would you be happy that he came? Would you say, “Oh Lord, I was waiting for you, I’m ready”? Jack, show us how to be ready.
Jack: Oh, what a wonderful saviour is Jesus my Lord. He left heaven for 33 years to suffer a horrendous death, knowing it was going to happen when he came to save you. There’s only one way: the blood of Jesus Christ, God’s son, cleanseth from all sin. I don’t care what you’ve done, how often you’ve done it, how hideous, heinous the sin appears in your own eyes. That precious blood will cleanse you from anything you’ve ever done. Now let’s ask him to help us. Lord Jesus, – look at me and pray it – wonderful saviour, wonderful Lord, thank you for what you suffered for me. Thank you for shedding your precious blood to save me. And, oh Lord Jesus, I want to give you my heart today. I open it and I ask you to come in and save me now. I pray this in your holy name. Amen.

How wonderful to know how heinous, how horrible the past may be, the Lord will blot it out and you’ll be ready for heaven and he’ll walk with you now. He’ll give you peace right now. The Prairie Regional Panel examined the complaint under the following provisions of the Canadian Association of Broadcasters’ (CAB) Code of Ethics, Equitable Portrayal Code, and Violence Code:
CAB Code of Ethics, Clause 2 – Human Rights
Recognizing that every person has the right to full and equal recognition and to enjoy certain fundamental rights and freedoms, broadcasters shall ensure that their programming contains no abusive or unduly discriminatory material or comment which is based on matters of race, national or ethnic origin, colour, religion, age, sex, sexual orientation, marital status or physical or mental disability.
CAB Code of Ethics, Clause 8 – Religious Programming
Broadcasters should endeavour to make available to the community adequate opportunity for presentation of religious messages and should also endeavour to assist in all ways open to them the furtherance of religious activities in the community. Recognizing the purpose of the religious broadcast to be that of promoting the spiritual harmony and understanding of humanity and of administering broadly to the varied religious needs of the community, it shall be the responsibility of each broadcaster to ensure that its religious broadcasts, which reach persons of all creeds and races simultaneously, shall not be used to convey attacks upon another race or religion.
CAB Code of Ethics, Clause 11 – Viewer Advisories
To assist consumers in making their viewing choices, when programming includes mature subject matter or scenes with nudity, sexually explicit material, coarse or offensive language, or other material susceptible of offending viewers, broadcasters shall provide a viewer advisory
(a) at the beginning of, and after every commercial break during the first hour of programming telecast in late viewing hours which contains such material which is intended for adult audiences, or
(b) at the beginning of, and after every commercial break during programming telecast outside of late viewing hours which contains such material which is not suitable for children.
Suggested language for suitable viewer advisories is outlined in Appendix A. The suggestions are meant as possible illustrations; broadcasters are encouraged to adopt wording which is likeliest to provide viewers with the most relevant and useful information regarding the programming to which it applies.
CAB Equitable Portrayal Code, Clause 2 – Human Rights
Recognizing that every person has the right to the full enjoyment of certain fundamental rights and freedoms, broadcasters shall ensure that their programming contains no abusive or unduly discriminatory material or comment which is based on matters of race, national or ethnic origin, colour, religion, age, gender, sexual orientation, marital status or physical or mental disability.

Programming within this classification might address controversial themes or issues. Cognizant that pre-teens and early teens could be part of this viewing group, particular care must be taken not to encourage imitational behaviour, and consequences of violent actions shall not be minimized.

Programming with this classification contains themes or content elements which might not be suitable for viewers under the age of 14. Parents are strongly cautioned to exercise discretion in permitting viewing by pre-teens and early teens without parent/guardian supervision, as programming with this classification could deal with mature themes and societal issues in a realistic fashion.

CAB Violence Code, Article 5.0 – Viewer Advisories
5.1 To assist consumers in making their viewing choices, broadcasters shall provide a viewer advisory, at the beginning of, and during the first hour of programming telecast in late evening hours which contains scenes of violence intended for adult audiences.
5.2 Broadcasters shall provide a viewer advisory at the beginning of, and during programming telecast outside of late evening hours, which contains scenes of violence not suitable for children.
The Panel Adjudicators read all of the correspondence and reviewed recordings of the two broadcasts. The Panel concludes that Global Manitoba did not violate any of the above-mentioned Code provisions in its broadcasts of Jack Van Impe Presents on January 25 and May 31, 2009.
Religious Programming And Abusive Or Unduly Discriminatory Comment
The Panel reviewed the identified episodes with considerable care, as it always does. It notes that, in cases such as this, where abusive or unduly discriminatory comments are complained of, the Panel is generally called upon to determine whether the challenged matter has crossed the line. In the matter at hand, however, the Panel has been unable to find any comments that could even be described as discriminatory at all. The Panel finds biblical comments and references galore. While it readily acknowledges that these find their source and roots in Christianity, it does not conclude that they are anti‑anyone else. That the beliefs and perceptions are Bible-based, Christianity-oriented and Christianity-dependent, and frequently tied to Jesus is simply not problematic in terms of Clause 2. That the speaker believes in something is not the equivalent of his or her making negative comments about those not of the same background or belief. Indeed, many religious adherents view their way as the best way, if not the only way. They may even be strident about their own religion, but that entitlement affords them no licence to attack other religions on the airwaves to make their case. The Panel concludes that that principle applies fully here. There is no comment in either episode that comes close to offending the prohibition against the broadcast of abusive or unduly discriminatory comment in the Human Rights Clause. Nor, given the Panel’s conclusion regarding the absence of attacks on any other religion, does it find that there is any breach of Clause 8 of the CAB Code of Ethics.
The complainant argued that “We have to remember Christianity is based on a myth, not FACT, thus whatever he says is NOT TRUE in any sense. [Emphasis original]” The Panel takes no position on the factual basis of Christian or other beliefs. It also finds the complainant’s assertion immaterial. Religionists are entitled to believe in something and to proselytize, even on the airwaves. That is one reason for the very existence of Clause 8 in the Code of Ethics. The only restriction is that attacks on other religions are prohibited. The issue is not the truth or factual nature of the religious content, but rather the attack-free nature of the broadcast content.
The Panel does note Jack Van Impe’s observation during the May 31 episode that “we are already at war with Islam.” It does not, however, view that as an abusive or unduly discriminatory comment. It may or may not be a correct or accurate characterization of the recent and/or current world order, but that does not make it discriminatory, much less unduly discriminatory. There is no breach of Clause 2 on this account. Nor does the Panel conclude that the May 31 observations constitute an attack on Islam, in terms of Clause 8. Nor do Van Impe’s observations that “we” are fighting Islam, i.e. Islamic countries, such as Iraq, Afghanistan, Pakistan and other Muslim nations referred to in that same monologue amount to an attack on Islam, the religion. Even if the characterization in historical terms is not accurate (and the Panel expresses no opinion on this point), the Panel finds no contextual attack on Islam or its practitioners that would constitute a breach of Clause 8. The Panel is also constrained to observe that the complainant’s claim in his e-mailed Ruling Request of July 8 that Van Impe had stated in an unidentified episode that “Muslims hate Jews” was not found in any broadcast and, consequently, was not a part of any episode reviewed in full by the Panel Adjudicators. Consequently, the Panel draws no conclusions of any kind regarding that statement and any potential Code breach; it only concludes that there was no such content to evaluate on the challenged episodes.
Promotion Of Violence And Violent Content Intended For Adult Audiences
The CAB Violence Code prohibits the broadcast of gratuitous violence, which is defined as content that does not play an integral role in developing the plot, character or theme of the material as a whole, or material which sanctions, promotes or glamorizes violence. There is no such violent content in this program. Indeed, as was noted in the previous section, by analogy, the Panel does not find content of the nature that the complainant has alleged in the episodes it has been called upon to review, that is to say, violent content. The religious notion of impending doom, even on a date certain (December 21, 2012), simply does not amount to “bare bones violence” as the complainant has asserted. Fear possibly, violence no. Even the biblical references to tribulation, catastrophes, horrendous wars, atomic (or nuclear) warfare, the end of the world, the new world order, terrorism, the blowing up of synagogues, cyber-warfare, and other cataclysmic events, which may invoke fear in some, do not constitute, in the sense of the Code, violence. They are neither graphic nor gory. There is not any act of physical force or an injurious nature. There is not even any individualized conduct that would have such an effect. There is of course the encouraged anticipation of impending global harm, which might be fear-inducing in some individuals, but that is an intellectual or philosophical concept, very different from violence, and in no way prohibited at any hour of the day by any clause in the CAB Violence Code.
One of the complainant’s primary concerns was that this program should carry a viewer advisory warning parents that it is violent and full of misinformation, bigotry, hate and fear-mongering. In his words, “This show needs a CBSC warning to parents (even Christians) that this show is violent and misleading.” The rules for viewer advisories generally apply to violence (Article 5, CAB Violence Code), nudity, sexually explicit material, coarse or offensive language, or other material susceptible of offending viewers (Clause 11, CAB Code of Ethics). It is clear from the foregoing sections of this decision that no viewer advisories would be required for any categories other than, possibly, “other material susceptible of offending viewers.” That said, advisories have never been required for programming that merely contains interpretations of politics, history or religion, however outrageous those interpretations may seem to some viewers. Moreover, one could hardly anticipate on any kind of reasonable basis that, from the broadcaster’s perspective, there was anything misleading about the challenged episodes. Opinions, perspectives, predictions, absolutely. Likely plenty that practitioners of other faiths or of no faith at all would find to disagree with, and much debatable content. It is the view of this Panel that none of this gives rise to the requirement for a viewer advisory. While Global did broadcast a disclaimer to the effect that the opinions expressed are not those of the station, that advisory served a different purpose. It has nothing to do with what the complainant would wish to see, but there is no obligation on Global to include any viewer advisory of his proposednature.
The complainant argued that this program was not suitable for children under 14 years of age. Although he did not specifically state that a 14+ rating would be required, the Panel considers that this can be implied from his correspondence. In what appears to be a concession to the complainant’s expressed concerns, Global began to include a PG rating on the program following receipt of the original complaint. That said, the complainant argued that the rating icon did not appear on the program he viewed following receipt of Global’s letter. The Panel Adjudicators did see the rating on the logger of the May 31 episode, by which date Global had introduced its new ratings practice. In any event, the point is academic since the Panel considers that Jack Van Impe Presents is a non-dramatic, information program that is exempt from classification. Even if a classification icon had been required, the CBSC Panel considers that a PG rating would have been more than sufficient. Like viewer advisories, the classification icon generally refers to the level of violence, sexual content, coarse language and other mature subject matter, not to the type of religious comments made by Van Impe.

In his letter of March 30, the complainant said, “That is what he does … frighten people so they buy his books and DVDs.” There was an implication that this was in some respect incorrect in terms of some codified standards. That is not the case. Broadcasts include advertising and promotions of various kinds. The fact that Jack Van Impe promotes his own products is not prohibited by any codified standards administered by the CBSC.
In addition to assessing the relevance of the Codes to the complaint, the CBSC always assesses the responsiveness of the broadcaster to the substance of the complaint. The Panel is acutely conscious of the fact that the complainant was particularly critical of the series as a whole and seemed to believe that he could pick any episode and find problematic content. He did make his choice of episodes and provided CKND-TV with the opportunity to respond. It was clear that the various representatives at CKND-TV who responded to the complainant did not convince the complainant of their position. That is understandable. After all, complaints never get to an adjudication unless the complainant finds the broadcaster’s position untenable. And in this case, the fundamental criticism of the broadcaster by the complainant appeared to be that CKND’s representatives did not see matters his way. The CBSC Secretariat and CBSC Panels see hundreds and hundreds of such responses every year, and they consider that the CKND-TV correspondents collectively provided a thorough, thoughtful and contextual reply to the complainant, including references to previous CBSC jurisprudence. That is what a careful broadcaster reply ought to do. The bottom line is that the Panel is of the view that nothing more by way of a reply could be expected of any broadcaster. CKND-TV has amply fulfilled its CBSC membership obligation of responsiveness on this occasion.

It may be reported, announced or read by the station against which the complaint had originally been made; however, in the case of a favourable decision, the station is under no obligation to announce the result.
